πŸ›‚ 30 days visa-free πŸ’° From $800/month ⚑ Neutral country πŸ› Non-EU, no sanctions

Why Serbia

Serbia is one of the few European countries that has not imposed sanctions on Russia and maintains a visa-free regime for Russian citizens. It offers solid European infrastructure, good internet, affordable prices, and a central location on the continent.

Belgrade has become the second-most-popular destination (after Tbilisi) for Russians since 2022. There is a large Russian-speaking community with Russian-language schools, groups, and relocation agencies.

Russian citizens may stay in Serbia for up to 30 days visa-free under a bilateral agreement. For longer stays, a temporary residence permit (Privremeni boravak) is required.

Registration on Arrival

By Serbian law, foreigners must register with police within 24 hours of arrival.

  • Hotels, apart-hotels, hostels: register you automatically at check-in. Keep the white form you receive.
  • Airbnb or private rentals: the host is legally obligated to register you but often doesn't. Confirm this before check-in.

Ways to Get a Residence Permit

1. Through Company Registration (DOO)

The most common path for Russian-speaking expats. A Serbian limited liability company (DOO) entitles the founder or director to a residence permit.

  1. 1
Register a DOO at the Business Registers Agency (APR). Minimum share capital: 100 RSD (under $1). Processing: 5–7 business days, state fee ~3,000 RSD (~$27).
  2. 2
Open a corporate bank account at Raiffeisen, OTP, or UniCredit with your APR decision and passport.
  3. 3
Apply for a residence permit at the Administration for Foreigners. Documents: passport, APR decision, corporate account confirmation, registered office agreement (~$30–60/month for a legal address), health insurance.
  4. 4
Wait for a decision: 30–60 days. The permit is issued for 1 year and is renewable.

All-inclusive cost via an agent: $300–600 including legal address for one year. DIY: ~$100–150 in state fees.

2. Through Property Ownership

Foreign nationals who own real estate in Serbia are entitled to a residence permit. Required: property title certificate, passport, health insurance, proof of financial means. No minimum property value is set by law.

3. Through Employment

A Serbian employer sponsors a work permit, after which a residence permit can be obtained. Relevant for those joining Serbian IT companies.
